OUR LEADERSHIP

Executive Director William H. Ferguson is responsible for advising the 11-member, all volunteer Executive Board whose members are plant managers and executives of Rhode Island’s manufacturers, universities and hospitals. The Executive Director guides the organization through rate case proceedings, assists members in maximizing their access to utility incentives and sees that members’ best interests are served  relative to state energy policy and legislative proposals.

Mr. Ferguson has 35 years of experience in energy and facilities management. This includes 31 years of service with the State of Rhode Island working in the State Energy Office and as Statewide Energy Conservation Officer  (16 years)  and in the Division of  Facilities Management (15 years). During his employment with the State he served as Deputy Director of the State Energy Office,  Chief of Property Management, Associate Director of the Division of  Facilities Management and Deputy Commissioner of Energy Efficiency in the Office of Energy Resources. In these capacities he has worked on projects to reduce energy costs to the State through energy purchasing, energy efficiency, development of ESCo projects, participation in the utility DSM programs  and overall facilities  operation and maintenance.

Mr. Ferguson holds a Master's Degree in Community Planning from URI.  He is a Certified Energy Manager with the Association of Energy Engineers and a LEED Accreditied Professional with the U.S. Green Buildings Council.
